Yangpu district launches policies to attract internet content creators

Shanghai's Yangpu district has launched a series of supportive policies to develop a distinctive and internationally competitive industrial ecosystem for high-quality internet content creation.

 

Eligibility

Eligible applicants include enterprises and organizations operating in Yangpu that are recognized as high-quality internet content creators, as well as individuals engaged in internet content creation who have demonstrated significant social influence and visibility.

 

Support measures

1. Rent and fee reduction: Full exemption in the first year

For startups recognized as being incubated in "V-Hub" in Building 6, Knowledge and Innovation Community, full exemption from rent and property management fees will be granted in the first year, with a 75 percent reduction in the second year, and a 50 percent reduction in the third year.

Subsequently, depending on the industry's cultivation progress, the coverage of incubation space rent reductions will be extended to various high-quality designated venues across the district, such as the Bilibili New Generation Park.

This initiative aims to support the Yangpu Science and Technology Entrepreneurship Center to build a short-form drama industrial base, and to support China Shipbuilding Science and Technology Park and Dfgou in developing internet livestreaming incubation bases. It will also form an ecosystem for high-quality internet content creation, comprising "One Building (V-Hub), One Street (KIC University Road Pedestrian Street), One Park (Bilibili New Generation Park), and One District (District-wide High-Quality Content Creation Cluster)".

2. Awards: Recognition and incentives

An annual comprehensive evaluation will be conducted to promote high-quality internet content creation. For outstanding content that effectively tells the stories of Yangpu and Shanghai with influence, a single piece can receive a reward of up to 100,000 yuan ($14,309).

Honorary selections will also be made for creators in fields such as online audio-visual, online entertainment, the livestreaming economy, and creative design. Based on the title awarded, a one-time reward of up to 100,000 yuan will be given.

High-quality internet content creators will also be prioritized for nominations to national, municipal, and district-level honors.

3. Service: Comprehensive support services

  • Global expansion of content

Encouraging creators to participate in the "International Communication of Chinese Culture" initiative and the Silver Dove Award, supporting the global development of high-quality internet content to tell China's stories and communicate Chinese culture. Projects recognized for exporting original, high-quality internet content can receive funding support of up to 500,000 yuan.

  • Internships and recruitment

Implementing the "YOUNG V Internship Program," supporting the establishment of university internship bases in areas like "V-Hub," and encouraging enterprises to collaborate with local universities in the district to provide professional internship opportunities. Cooperating with hotels around "V-Hub" to establish youth talent stations, support student internships, and promote employment.

  • Community ecosystem

For enterprises within "V-Hub," providing conveniences through a "University Road neighborhood card," including access to university resources around KIC, content scenario empowerment, participation in various activities, comprehensive financial support, and lifestyle consumption discounts.

  • Platform support

Leveraging the internal talent evaluation systems of platform enterprises, providing cultivation support for high-quality content creators through methods such as top-of-page promotion, homepage display, traffic support, and advertising assistance.

  • Cyberspace affairs fast track

Establishing fast-track channels for safeguarding the legitimate rights and interests of creators and for content creation appeals, focusing on service and promotion to encourage and guide high-quality content creation.

4. Investment: Financial support

- Collaborating with platform and enterprises to jointly establish an internet content creation investment fund of no less than 1 billion yuan, supporting the development of industries such as short-form dramas, ACG, online literature, and the livestreaming economy.

- Partnering with the Shanghai Technology Entrepreneurship Foundation for Graduates to set up a "high-quality internet content creation" fund, providing seed-stage growth support.

- Cooperating with banks and guarantee institutions to establish a financial partnership plan, launching financial products tailored to the internet content industry through methods such as park loans, batch loans, and innovation loans.

- Providing policy-based guarantees, with a guaranteed fee rate of 0.5 percent, for creators and industrial chain enterprises, along with a 50 percent interest subsidy support for bank loans.

5. Subsidies: Various financial incentives

  • Scenario subsidy:

Publishing a list of shared livestreaming resources in Yangpu, opening shared scenarios on the list to enterprises being incubated in "V-Hub," and providing scenario usage fee subsidies in the form of Yangpu livestreaming vouchers. A single enterprise can receive an annual comprehensive subsidy ratio of up to 50 percent, with a maximum subsidy amount of 500,000 yuan.

  • Event subsidy:

For recognized and eligible activities, festivals, and exhibitions that promote the development of a high-quality internet content creation cluster, up to 50 percent of the actual event costs may be subsidized, with a maximum cumulative support of 2 million yuan per enterprise within the same year. Special comprehensive support will be provided for particularly influential events.

  • Talent subsidy:

- Domestic high-quality internet content creators will be prioritized for Shanghai household registration eligibility upon meeting recognition criteria.

- Foreign high-quality internet content creators will receive streamlined support for customs clearance, work permits, and documentation processing in China upon meeting recognition criteria.

- For creators purchasing their first self-occupied housing within the district, a one-time housing subsidy of up to 2 million yuan will be provided upon meeting recognition criteria.

- Supporting prioritized accommodation for creators in designated talent communities within the district, with eligible individuals receiving a three-year rental subsidy of up to 8,000 yuan per month.

6. Governance: Compliance and regulation

  • Compliance guidance:

Strengthening the promotion of laws and regulations, providing categorized guidance on content compliance, and supporting the healthy and sustainable development of creation entities.

  • Inclusive regulation:

Enhancing business consultation, compliance training, and integrity incentives. Adopting an inclusive regulatory approach, prudent regulatory measures, and a diversified support system to guide and assist high-quality internet content enterprises through growth stages.

 

Supplementary provisions

1. During the implementation of this policy, if applicants are eligible for other district policies simultaneously, the "highest standard, non-duplicative" principle will apply. New national or municipal policies will take precedence.

2. This policy takes effect from the date of issuance and is valid for three years. During the policy implementation period, it will be adjusted and optimized based on annual evaluations.
