Shanghai unveils plan to strengthen inland waterway links in the YRD area

Shanghai has released a 2026-30 implementation plan to improve its inland waterway network, strengthen river-sea transport links, and accelerate the green and digital transformation of inland shipping.

Inland waterways serve two key functions in Shanghai's transport system — supporting cargo collection and distribution for major port areas, including container terminals, and transporting bulk goods essential for urban development, such as building materials, construction spoil, grain, and industrial raw materials.

To enhance connectivity, Shanghai will advance major waterway and port projects and develop an integrated transport network linking inland waterways and seaports.

The city will also improve supporting facilities for port cargo collection and distribution, while better matching port capacity with waterway classifications to promote more specialized, large-scale, and efficient operations at inland ports.

The plan places particular emphasis on low-carbon shipping. Shanghai will expand the use of battery propulsion technologies on small and medium-sized vessels and for short and medium-distance transport, while exploring clean energy technologies such as methanol propulsion.

The city will also develop waterway monitoring systems and electronic navigation charts to enhance real-time monitoring, intelligent scheduling, and information services. A streamlined declaration system will enable vessels to make a single declaration when traveling across different areas.

Inland shipping offers high transport capacity, relatively low costs, and lower emissions. Its development will help optimize Shanghai Port's cargo collection and distribution network while easing pressure on urban roads.

Improved waterway connectivity will also expand the port's cargo hinterland and support industrial development. By strengthening the Yangtze River Delta's trunk waterway network, the plan is expected to enhance regional integration and improve overall transport efficiency.
