Can I register on Suishenban using a foreign mobile phone number?
Q: I am a Russian citizen. I am preparing to establish a foreign-invested company in Shanghai on my own and need a verified Government Online-Offline Shanghai account.
The official website directs foreign passport holders to follow the English Login → Sign Up → Registration of Foreign Passport path. However, the mobile phone field lacks a country-code selector and does not accept the "+" symbol.
Could you please clarify:
1. Can I register and complete identity verification using a Russian passport and a Russian mobile number (+7)?
2. If so, what exact phone number format should I enter?
3. If a Chinese mainland number is required, is there an official alternative for applicants currently outside China?
A: Please note that the customer service email address for Suishenban is eshimin@mail.sh.cn.
Regarding your questions, please refer to the following information:
1. You may register for Suishenban using a Russian passport and a Russian mobile phone number.
2. When registering for Suishenban with a passport, enter your mobile phone number without the country code (for a Russian number, omit +7).
3. Passport users are not required to use a Chinese mobile phone number for registration. However, if you plan to handle enterprise-related services, we recommend registering with a Chinese mobile phone number so that you can receive SMS messages promptly, such as verification codes. For guidance on obtaining a Chinese mobile phone number while abroad, please consult a Chinese telecommunications operator, as this falls outside the scope of Suishenban services.
