Quick guide | 'Packaging and coding' pilot for tax-free shopping

Shanghai has launched a new "packaging and coding" pilot program designed to make tax-free shopping faster and more convenient for overseas visitors. The service is available at designated pilot stores in the city.
After shopping
- Pilot stores will pack your eligible tax-refund goods in a transparent sealed bag.
- Each bag corresponds to one Tax Refund Application Form for Overseas Visitors (A4, one-sided print, front facing outward). The QR code on the form must remain visible for scanning.
- The bag contains only the items listed on that form.
Note: Items priced at 20,000 yuan ($2,813.20) or above per piece are excluded from sealed packaging. They will be listed on a separate tax refund application form.
- The original packaging of goods must remain visible, showing type, model, quantity. No extra wrapping or covering is allowed.
- Do not stick, write, or cover anything on the sealed bag or on the documents inside.
At departure
At the Shanghai departure port, present your clean and undamaged sealed bag to Customs for inspection.
- If your bag is broken or damaged, you must report it to Customs.
- Customs may approve your sealed bag directly. In some cases, they may open it for inspection, and you must cooperate if asked.
Additional information
- Sealed bags are provided by pilot stores free of charge.
- Participation is voluntary. You may still use the regular tax refund process if you prefer.
