Shanghai launches first air cargo pre-clearance station in pilot run

Shanghai's first air cargo pre-clearance station began trial operations in the Songjiang Comprehensive Bonded Zone on July 28.

The inaugural shipment of 1.4 metric tons of cross-border e-commerce goods valued at approximately $16,000 cleared inspection and was loaded for departure.

By shifting key airport procedures such as security checks, cargo consolidation, and palletizing to the bonded zone, the station enables seamless one-stop loading for cross-border e-commerce goods, bonded cargo from within the zone, and general cargo from outside.

This initiative is expected to improve customs clearance efficiency by about 30 percent and reduce logistics costs by about 15 percent.

The facility has a planned area of 22,700 square meters, with the first phase covering 6,000 square meters. It features separate areas for cross-border e-commerce and general export air cargo, and integrates core logistics services such as warehousing, palletization, booking, and bonded services.

The station aims to enhance international air logistics capacity across the Yangtze River Delta region and help businesses better connect with global markets.
