In 2025, Xuhui district will emphasize innovation-driven development to enhance its economic growth and cultural influence, according to the district's government work report delivered at the 7th Session of the 17th Xuhui District People's Congress on Jan 7.

The district aims to achieve the goals set out in the 14th Five-Year Plan and lay a solid foundation for the 15th Five-Year Plan (2026-31), contributing to Shanghai's status as a globally influential and modern socialist metropolis.

Xuhui will support national strategies by facilitating the operation of the China-BRICS Artificial Intelligence Development and Cooperation Center and promoting the establishment of the Shanghai Industry-Education Integration Center by the Hong Kong University of Science and Technology.

The district plans to enhance its industrial growth by expanding its innovation hubs and boosting the development of the blockchain and data industries.

The district will focus on developing high-standard innovation parks, enhancing their resource density, operational vitality, and overall visibility.

This includes supporting key entrepreneurial talent, leading enterprises, universities, and research institutions in creating high-quality incubators. Xuhui will optimize policy support and improve performance evaluation mechanisms to ensure the rapid growth of incubated companies.

To strengthen its service system, Xuhui will develop a multi-level financial service framework, improve its equity investment structure, and focus on both early-stage and long-term investments, particularly in the area of hard technology.

The district will also implement the Guangqi Talent Plan to provide comprehensive support for innovation and entrepreneurship, seeking to attract and retain top talent.
