Shanghai's Xuhui district unveiled a trio of strategic initiatives aimed at enhancing the local business landscape during the inauguration ceremony of the China Fortune Smart Campus on Oct 14.

The three initiatives introduced by the district are designed to bolster administrative efficiency through AI support, establish a structured mechanism for resolving business disputes via mediation, and inaugurate a dedicated service window for market oversight.

Hu Bing, the director of Xuhui District Urban Operation and Management Center, highlighted the district's selection as the sole administrative service center in the city to spearhead standardized national-level administrative services. Xuhui aims to pioneer a service model that sets a benchmark for excellence and can be replicated and adopted across various sectors, he said.

Of particular significance is Xuhui's commitment to leveraging advanced technologies for administrative services. Notably, the district pioneered the creation of Shanghai's first large vertical model for administrative services, achieving a remarkable 90 percent accuracy rate in responses to inquiries from both citizens and businesses. This model offers comprehensive support in knowledge dissemination, application processing, and approval procedures, according to Hu.

Looking ahead, Hu emphasized Xuhui's plans to expand the application scenarios and complexity of cases utilizing large models, paving the way for more sophisticated and efficient administrative services in the future.

Li Zeli, vice chairman of the Xuhui District People's Court, introduced a collaborative mechanism established by the court, the district's Justice Bureau, and other stakeholders to proactively address business disputes through mediation. By analyzing cases, evaluating evidence, and applying legal principles, this mechanism aims to resolve disputes, thereby mitigating legal risks and potential litigation costs for enterprises, Li explained.

Furthermore, a comprehensive service window at Caohejing Hi-Tech Park was announced during the ceremony, offering enterprises in the region streamlined services such as registration assistance, food business licenses, and permits for medical device businesses.

The event also marked the launch of five additional key service areas – supervision, project management, finance, law enforcement, and talent services – encompassing encompassing over 30 services with a promise of more to come, underscoring Xuhui district's commitment to fostering a conducive and supportive business environment for local enterprises.
