Xuhui launches plan to optimize business ecosystem

The Xuhui district of Shanghai has released the Action Plan for Enhancing Business Environment with a Focus on Improving Enterprise Experience — outlining 10 key initiatives that comprise 34 measures and 98 specific actions.

The following are the main contents of the plan:

I. Develop free trade zone collaborative innovation areas

1. Stimulate innovation ecosystem

> Strengthen collaboration among research institutions, universities, enterprises and industrial parks.

> Enhance the functionality of the district's technology transformation services center.

> Encourage the establishment of concept validation platforms.

2. Enhance industrial business environment

> Promote the integrated development of research, manufacturing and sales in the high-end pharmaceuticals and medical devices industry.

> Develop customized business environment policies for specific industries.

> Guide enterprises in cross-border data flow management.

3. Accelerate foreign investment headquarters clustering

> Establish a cluster area for foreign-invested R&D centers.

> Strengthen the cultivation of advanced Authorized Economic Operator-certified enterprises.

> Participate in municipal investment promotion events.

II. Accelerate development of high-quality incubators

1. Optimize spatial distribution

> Cultivate more high-quality district-level incubators.

> Improve the performance evaluation mechanism for high-quality incubators.

> Enhance the screening process for incubated enterprises.

2. Expand industry-specific incubation tracks

> Build industrial ecosystems and sector-specific incubators.

> Focus on large-scale AI models across key industries to create specialized application scenarios.

> Amplify the brand effect of SMC Shanghai Foundation Model Innovation Center and strengthen the blockchain technology innovation ecological clustering space.

3. Enhance resources integration

> Support venture capital investment in hard-tech incubators with post-investment management integration.

> Host "Acceleration Program" series of events to enhance startup incubation services.

> Organize "Acceleration Camps" to support technology internationalization.

III. Aggregate new-quality service providers

1. Attract professional services institutions

> Focus on legal, accounting and auditing, consulting, HR, advertising, intellectual property and tech services.

> Encourage the establishment of subsidiaries with specialized services.

> Optimize spatial distribution for professional service providers.

2. Advance digital transformation

> Leverage digital economy strengths to expand and standardize digital advertising, certification and legal consulting.

> Encourage joint development of AI-driven professional services models.

> Enhance new technology consulting capabilities and foster high-level think tanks.

3. Build strong service brands

> Establish evaluation criteria for "new-quality professional service providers" and offer regulatory support in terms of attracting projects, innovation development, brand promotions and other aspects.

> Introduce the Xuhui "new-quality service voucher" to encourage innovation.

> Support enterprises in standards-setting and pursuing government quality awards.

IV. Upgrade business buildings and industrial parks

1. Modernize commercial buildings

> Accelerate the redevelopment of low-utilization, high-vacancy buildings.

> Strengthen telecommunications infrastructure in industrial parks and commercial buildings.

> Develop industry-specific buildings aligned with regional planning.

2. Maximize industrial land use efficiency

> Increase strategic land acquisitions and enhance resource-sharing across the district.

> Advance "industrial production in high-rise buildings" with model smart manufacturing spaces.

> Promote special industrial zones and business buildings.

3. Streamline project approvals processes

> Enhance support services for key project approvals.

> Strengthen the operations of district-level approval centers.

> Expand the pilot program of the "architect responsibility system" and promote the implementation of the "three-expert co-creation" model — fostering collaboration among planners, architects and real estate professionals.

V. Promote whole-process enterprise policy services

1. Optimize enterprise-related policy formulation

> Standardize the development of industrial support policies.

> Ensure new policies are concise, clear and directly focused on business needs.

> Explore the establishment of a policy evaluation mechanism.

2. Enhance policy implementation efficiency

> Utilize large-scale AI models to improve policy searches, precise delivery and application reminders.

> Expand the coverage of the links between policy disclosure and government services platforms — enabling enterprise-friendly policies to be accessed without applications and enjoyed automatically, while ensuring that financial funds are precisely allocated to beneficiaries.

> Explore new communications models such as short videos and live-streaming policy explanations.

VI. Enhance government services

1. Facilitate market access

> Upgrade the "Zhu Suo Yun" 4.0 platform, which allows enterprises to register their business address by simply providing a lease agreement, with all other document submissions waived.

> Improve automated credit information verifications and integration.

> Promote the full online process of the "one license for one industry" initiative.

2. Improve efficiency of approvals

> Establish a one-stop service system covering the entire lifecycle of enterprises and individuals.

> Implement "AI + government services" to enhance automated approvals and application services for government affairs.

> Explore "blockchain + government services" to achieve a 90 percent "first-time success rate" for high-frequency approvals.

3. Integrate online and offline services

> Standardize government service processes.

> Strengthen "online human-assisted services" for broader cross-city transactions and cross-provincial transactions in the Yangtze River Delta region.

> Establish 150 "end-to-end virtual service windows" to integrate government services with industrial parks and business buildings.

VII. Enhance comprehensive support services

1. Financial services

> Promote the "One City, One Street" financial brand and implement facilitation measures and mechanisms such as a fast track for the establishment of funds.

> Establish an all-around technology innovation finance services system, including equity and rental-based financing support.

> Implement the "Xuhui Model" of inclusive finance and construct a high-standard financing service center in the district.

2. Talent services

> Expand the international talent hub and streamline full-lifecycle talent services.

> Develop a "15-minute employment services circle".

> Increase the supply of talent apartments and rental housing.

3. Legal services

> Develop the "Zhang Shang Gong Fu" WeChat mini program that integrates online applications for public legal services, face-to-face services, electronic maps, legal regulations and popular case inquiries.

> Improve commercial dispute resolution and AI-assisted mediation.

> Establish an international legal service network to expand the coverage of the MTCC Xuhui agreement.

4. Taxation services

> Improve tax service center transformation pilots.

> Expand digital invoicing and automated tax reporting trials.

> Advance social security fee reforms.

VIII. Optimize enterprise-related regulatory inspections

1. Innovate regulatory methods

> Advance cross-departmental regulatory reforms.

> Expand service-oriented supervision and guidance.

> Implement risk and credit-based classifications for enterprise regulation.

2. Improve inspection efficiency

> Introduce an "Enterprise Inspection Code" for streamlined regulatory checks.

> Establish "non-intrusive monitoring" lists to reduce unnecessary inspections.

> Expand non-physical inspection methods.

3. Ensure business compliance

> Continuously promote legal collaboration across civil, commercial, and administrative areas for enterprise protection.

> Establish a national-level IP protection center for the cultural and creative, and biopharmaceutical industries.

> Create a district-level IP protection hub for streamlined services.

> Launch standardized IP public services.

2. Maintain fair market competition

> Enforce fair competition review policies and strengthen oversight of bidding and government procurements.

> Effectively combat malicious litigation and fraudulent claims.

> Conduct special rectification for the acceptance of reports on enterprise-related information.

3. Safeguard enterprise legal rights

> Ensure proper handling of enterprise-related legal cases.

> Implement enterprise support programs such as the "Lanjing" enterprise support stations.

> Strengthen complaint mechanisms for overdue payments.

X. Empower grassroots business environment

1. Strengthen business service teams

> Enhance the "Enterprise Service Package" system and deploy an "enterprise sentiment monitoring system".

> Establish a district-level "business environment advisory group".

> Conduct a new round of specialized training to enhance investment attraction and the service capabilities of enterprises.

2. Empower subdistricts and towns

> Expand service windows for business registrations, IP, finance and legal assistance.

> Implement a "subdistrict and towns whistleblowing, department responding" mechanism.

> Introduce reverse evaluations for business environment improvements.

3. Develop vibrant business districts

> Promote the "One Subdistrict, One Brand" and the "One Town, One Brand".

> Enhance market oversight innovation, traffic management and community-business coordination, while also supporting pop-up events, outdoor dining and the night-time economy.

> Optimize the management of street environments including specialty markets, outdoor market areas, traffic diversion points and control areas.

XI. Foster positive social business environment

1. Enhance government-enterprise communications

> Strengthen government-enterprise dialogue mechanisms.

> Deepen collaboration between business associations and regulatory authorities.

2. Address enterprise concerns

> Improve the resolution efficiency for business issues.

> Establish business environment monitoring points.

3. Implement public evaluation mechanisms
