Baoshan District
Baoshan district is located in northern Shanghai with an area of 300.6 square kilometers. Nestled at the conjuncture of Yangtze River, Huangpu River and Wusong River, it is awarded titles as the "Gateway of Suzhou and Wusong" and "Shanghai's Waterway Hub".
In recent years, Baoshan has gathered a large variety of innovation factors such as sci-tech innovation carriers, by establishing a close cooperation with leading enterprises and prestigious institutions of higher learning. A total of 380 high-tech enterprises were newly certified in 2021.
During the 14th Five-Year Plan (2021-25) period, Baoshan district will step up its effort to build a sci-tech innovation hub featuring dynamic innovation main bodies, a large pool of innovation talent, outstanding innovative functions and superior innovative ecosystem. Overall, Baoshan aims to build a well-functioned sub-center of Shanghai which integrates industry development and urban functions.

Nanda Smart City: one of the city's five key areas in transition with a total planning area of about 6.3 square kilometers.

Cruise Waterfront Zone:It mainly consists of residential communities and park green space. The landmark along the waterfront is Shanghai Wusongkou International Cruise Terminal.
Efforts shall be made to upgrade the Cruise Waterfront Zone, including the improvement of the supportive functions of Shanghai International Cruise Tourism Resort, and overall arrangements of the cultural and tourism resources along the riverside.
Wusong Innovation City: a key carrier for the sub-center in the north of Shanghai with a total area of 26 square kilometers.

30 Policies For Scientific Innovation
Each year, one billion yuan is provided for all-round support to enterprises. Baoshan district accelerates the development of the main battlefield of Shanghai Sci-Tech Innovation Center, making full use of the policies to serve high-quality development of the industry.
Strategic Emerging Industries
Newly introduced projects in strategic emerging industries which bear significant spearheading role areeligible for a grant equivalent to 20 percent of the project fixed asset investment, capped at 50 million yuan ($6.98 million).
Technological Transformation
Qualified technological transformation projects are eligible for a grant equivalent to 20 percent of the project fixed asset investment, capped at 40 million yuan.
Foreign-invested Projects
Newly introduced foreign-invested projects and those that expand investment capital are eligible for a subsidy of 5 percent of the paid-in capital, capped at 5 million yuan per project, provided that foreign capital in the registered capital reaches 6 million yuan or above and is paid up in one year;
Foreign-invested R&D institution certified at the municipal level are eligible for a one-off establishment subsidy, capped at 3 million yuan.
Talent Attraction
A housing allowance will be provided to newly-introduced high-level professionals, capped at 2 million yuan;
Specialized subsidies will be provided for those eligible foreign students and foreign professionals to assist their employment and self-employment.
Advanced Manufacturing
Key enterprises in advanced manufacturing which achieve a designated amount in main business revenue for the first time will be granted a lump-sum reward of 200,000-500,000 yuan.
Headquarters Economy
Newly introduced headquarters are eligible for a start-up support of up to 10 million yuan, a subsidy equivalent to 60 percent of annual office rents, capped at 5 million yuan, and a subsidy of up to 10 million yuan for office purchasing.
