Additional issuance or reissuance of business licenses for foreign (regional) enterprises engaged in production and business activities in China
This guide provides information for foreign (regional) enterprises applying for the additional issuance or reissuance of a business license.
1. Required documents

2. Application process
The process is divided into three main stages:
Step 1: Submission
Submit your complete application package at the service window.
Step 2: Review
Applications with complete submission materials and compliance with statutory requirements shall be confirmed and registered on the spot.
Where on-the-spot registration is not possible, the registration shall be completed within three working days.
Complex cases shall be extended by another three working days (with approval from the registration authority head).
If documents are incomplete or incorrect, the applicant will be notified of all required corrections.
If the application does not comply with laws, regulations, or may harm national security or public interest, the authority will reject it with a clear explanation.
Step 3: Certificate issuance & delivery
Once approved, the business license will be issued to the applicant.

6. Common errors
Common error: Failing to publish a public notice of loss before applying for additional issuance or reissuance of the license.

7. Important notes
Document format requirements
• All documents must be printed on A4 white paper.
• Signatures must be made in black or blue ink.
• Handwritten documents must be written neatly in black or blue ink.
• Original documents are required unless copies are explicitly permitted.
• Copies must be marked "consistent with the original" and signed by the applicant or authorized representative.
Handling of foreign-language documents
• Documents in foreign languages must be accompanied by a Chinese translation, stamped by the translation company.
• The translation must include a note stating "translation accurate".
• A copy of the translation company's business license must also be submitted.
Exemption from paper documents
• If the registration authority can verify identity information, tax clearance data, or electronic certificates through its online systems, paper documents are not required.
Identity verification
• Applicants must cooperate with the registration authority to complete real-name verification via facial recognition or other methods.
• If you are unable to complete online verification, you may submit a notarized identity document or appear in person with your original ID.
Electronic document submission
• For fully online applications, documents such as business licenses, identity certificates, approval certificates, articles of association, and resolutions may be submitted as original images or scanned copies through the online registration system.
Document signing requirements
• Individuals must sign in person.
• For legal entities, documents must be signed by the legal representative, the person responsible, or an authorized signatory. A company seal is required for domestic entities, but foreign entities are not required to affix one.
• Authorized signatures must be supported by the original power of attorney signed by the authorizing party.
