In a move to improve the business environment and streamline administrative processes, the Shanghai Municipal Bureau of Planning and Natural Resources has introduced a fully online service for registering inter-enterprise house lease contracts.

From Jan 9, 2026, businesses can complete the entire registration process through the "Government Online-Offline Shanghai" e-government platform, eliminating the need for in-person visits and saving time and resources.

Below is a step-by-step guide to using this service.

1. Navigate to the Shanghai Real Estate Registration All-in-One Section of the "Government Online-Offline Shanghai" platform.

2. Tap "Enterprises".

3. Tap "Enterprise login". Log in by scanning the on-screen QR code with the "Suishenban" application, WeChat or Alipay mini-programs, or by using the legal person Ukey.

4. Tap "Inter-enterprise house lease contract registration".

5. Follow on-screen instructions to enter necessary information and upload all required electronic documents.

6. Submit your application after ensuring all information is accurate.

7. You can monitor the progress of your application in real-time through the platform.

8. An electronic registration certificate will be generated once your application is approved. This e-certificate is legally equivalent to a paper version. You can download and print the e-certificate for use in business registration or qualification identification.
