II. Development opportunities

Steady growth

  • In 2024, the output value of Shanghai's new-generation information technology industry grew by 7.1 percent, while the added value of information transmission, software, and IT services exceeded 606.23 billion yuan ($84.51 billion).

Exploration driven by cutting-edge technologies

  • Shanghai is accelerating efforts to increase the proportion of IPv6 active users to 78 percent;
  • China's first 10-gigabit optical network social organization was established in the city.

Comprehensive industry ecosystem upgrade

  • The Shanghai Open Source Governance Technology Public Service Platform offers services such as threat alerts, component analysis, standard specifications, and an open source knowledge base, providing support for over 800 software projects and more than 21,000 software components;
  • The Shanghai Information Technology Application Innovation Public Service Platform has issued 589 "Information Technology Application Innovation Product Evaluation Certificates".

V. Spatial layout

IC (including automotive electronics): 'Main body, two wings'

Next-generation communications equipment: Jinqiao and Zhangjiang areas of Pudong New Area, Caohejing area of Xuhui district, Songjiang G60 S&T Innovation Valley, Huawei R&D Center in Qingpu district

New display and ultra-high-definition video: '2 + 2'

The first "2" refers to Jinshan district and Lin-gang Special Area, which focus on AMOLED and micro-displays, respectively.

The second "2" refers to Jing'an district and Jinqiao in Pudong, which are dedicated to fostering clusters for ultra-high-definition audio-visual technology.

Intelligent terminal: '1 + 1'

Pudong and Songjiang focus on intelligent terminals, and Qingpu on new-generation IT.

Software and information service: '1+ 3 + N'

"1" refers to downtown Shanghai.

"3" refers to the three online new economy ecological parks — "Changyang Show Belt", "Zhangjiang Online", and "Source of Hongqiao".

"N" refers to a number of parks including Shanghai West Software Information Park, Shibei Hi-Tech Park, Shanghai Pudong Software Park, Zizhu National Hi-Tech Industrial Development Park, and Caohejing Hi-Tech Park.
