Yangpu unveils 18 supportive measures for content creators
Shanghai's Yangpu district is set to roll out the Support Policies for Building a High-Quality Online Content Creation Hub, aimed at fostering the growth of premium online content. The comprehensive policy package introduces 18 targeted measures across six key areas: rent relief, rewards, services, investment, subsidies, and regulation.
The V Hub, a flagship space for top-tier content creators, opened on July 17, welcoming numerous online influencers on its first day.
Equipped with professional photography studios, dubbing rooms, and special effects production centers, the V Hub combines office space, training, and livestreaming capabilities to provide a comprehensive environment for innovation and content creation.
Policy highlights
- Rent relief
Startups moving into the V Hub will enjoy full rent exemption in their first year, followed by a 75 percent reduction in the second year and a 50 percent reduction in the third year.
Similar rent discounts will be gradually extended to other eligible creative spaces across the district.
- Content rewards
Creators who produce and promote high-quality content about Yangpu or Shanghai will be eligible for rewards of up to 100,000 yuan ($13,800).
Yangpu will also organize recognition events for creators and assist in applying for district, municipal, and national honors.
- Quality services
Yangpu will support the international distribution of quality online content.
At spaces like the V Hub, internship programs for university students will be launched to nurture the next generation of influencers.
The district will collaborate with influential platforms such as Bilibili, TikTok, and Rednote (Xiaohongshu) to provide promotional support for outstanding creators, including top placements, homepage exposure, traffic boosts, and advertising resources.
- Investment support
A dedicated investment fund for internet content creation will be established, targeting industries such as short and micro video series, ACG (anime, comics, and games), online literature, and livestreaming.
In partnership with the Shanghai Technology Entrepreneurship Foundation for Graduates, a seed-stage fund will support newly established content companies. Yangpu will also partner with local banks and guarantee institutions to launch a Financial Partner Program, offering tailored financial products for content creators and enterprises.
- Subsidies and incentives
The district will issue Yangpu Livestream Vouchers to subsidize the use of livestreaming venues. It will also promote festivals, events, and exhibitions that foster growth within the content ecosystem.
Additional support measures include streamlined residency procedures, housing assistance, and rental subsidies for qualified talent.
