Jing'an district enables cross-district operation for foreign firms

A foreign-owned trading company in Jing'an district became the first in the area to benefit from the "one license, multiple addresses" policy, allowing it to operate across districts more efficiently after the Jing'an District Market Supervision Bureau assisted it with filing and completed the review process on the same day.

Previously, the apparel fabric design and production company had its financial headquarters in Jing'an while its primary operations were in a different district, creating operational challenges.

Under traditional procedures, businesses had to register branch offices to operate in multiple districts, a process involving redundant paperwork, complex procedures, and higher operational costs, often limiting expansion.

The Shanghai Municipal Market Supervision Bureau upgraded the "one license, multiple addresses" policy in 2025. It now allows Shanghai-registered enterprises to file with their original registration authority to conduct business throughout the city, eliminating the need for establishing branch offices.

Businesses can make a single application for operations across the city, provided the activities align with their original business scope and do not require administrative licensing.

According to the policy, the "address" section of a business license specifies "one license, multiple addresses enterprise".

Transparency is ensured as the public can scan an "enterprise code" found on the license to view all registered addresses throughout the city.

To provide efficient registration services for all market entities, the Jing'an District Market Supervision Bureau intends to further improve the business environment by implementing supportive policies.

The bureau aims to help companies expand operations and inject greater vitality into the high-quality economic development of the region.
