Jinshan district launches plan to boost business environment
Shanghai's Jinshan district has unveiled an implementation plan to strengthen its business environment, in line with the Shanghai 2026 Action Plan to Accelerate the Development of a World-Class Business Environment. The initiative aims to create a market-oriented, law-based, and internationalized ecosystem that supports high-quality growth for enterprises.
The plan outlines measures to improve government services, including expanding one-stop service centers, upgrading online platforms, and standardizing offline operations. Cross-regional collaboration will be enhanced to ensure smoother interactions, while domestic and foreign companies will benefit from improved import-export support and tailored financial products.
Jinshan also seeks to promote fair competition by refining procurement rules, advancing credit-based regulation, and strengthening intellectual property protections. Rapid response mechanisms will be introduced for online business issues, and procedures for business exits and legal support will be streamlined.
To foster a flexible industrial ecosystem, the district will reform project approvals, expand access to financing, and enhance human resources services. One-stop centers in industrial parks, deeper industry collaboration, and targeted initiatives aim to optimize the business environment and build Jinshan's pro-business brand.
The plan emphasizes social co-governance, improving government-business communication, empowering communities, and engaging business associations in policy design.
The plan aims to cultivate a positive business culture and enforce accountability through detailed task lists and performance evaluations, boosting the district's overall competitiveness.
