In Shanghai, listening to the people isn't just a slogan. It's a force reshaping the city.

When Shu Jufang, a deputy to the Hongkou district people's congress, learned that 12,000 local residents had to make a 30-minute detour to reach a nearby hospital, she made a proposal to the district people's congress to build a new bridge. The bridge cut the journey to just five minutes.

The story shows how Shanghai values citizens' voices and every suggestion that is heard helps redraw the city's blueprint.
