Shanghai's Pudong New Area was selected for the second batch of China's national data annotation pilot program for field innovation at the China International Big Data Industry Expo 2026, becoming one of four designated regions in the embodied intelligence track.

The district is home to more than 1,800 artificial intelligence companies, with over 150 focusing on embodied intelligence and operating across the full industrial chain from chips and algorithms to components and complete robots. Zhangjiang AI InnoPark and Zhangjiang AI Robot Valley, two key hubs for Pudong's AI industry, boast extensive industrial resources and comprehensive support facilities, providing a strong foundation for the development of data annotation.

Pudong has built the world's first embodied intelligence training ground for heterogeneous humanoid robots, collecting more than 50,000 hours of multimodal data from multiple types of real robots. An open-source dataset from humanoid robot manufacturer AgiBot has been incorporated into the training systems of mainstream international models.

Moreover, the Shanghai Data Exchange, located in Pudong, has signed up more than 2,000 data merchants and lists more than 5,000 data products.

The National and Local Co-Built Humanoid Robotics Innovation Center has been established in the district and has provided training and validation services for more than 20 humanoid robot models.

At the end of 2025, the International Embodied Intelligence Competition was held in Zhangjiang, bringing together more than 100 teams to compete in real-world scenarios across six tracks, including industry, healthcare, and household services.

Building on a national-level standardization pilot project in embodied intelligence, Pudong has taken the lead in exploring data annotation for embodied intelligence. It has launched a dedicated data platform and has issued its first set of standards covering data formats, annotation rules, and quality assessment.

Pudong has also begun working with universities and research institutes to advance cross-embodiment data coordination and multimodal annotation tools.
