As a car owner, you can now easily scrap and deregister your vehicles with just a few taps on your phone.

The streamlined service, which is available on the "Suishenban" (随申办) app, allows vehicle owners to complete the entire procedure from the comfort of their homes, eliminating the need for multiple trips to government agencies and on-site paperwork.

Here's a step-by-step guide to using the service:

  1. Launch an application: Log in to the "Suishenban" app and select the "Vehicle Scrapping and Deregistration in One Go" service.图片1.png

2. Select your vehicle: Choose the vehicle you wish to scrap from your list of registered vehicles.

4. Within two working days, the recycling company will contact you with a price estimate and schedule a pickup time for your vehicle.

5. Price negotiation and vehicle handover: If you are not satisfied with the initial price estimate, you can cancel the process and reapply through the app, selecting a different recycling company.

When the company comes to pick up the vehicle, you must provide the vehicle registration certificate, license plates, and vehicle license. Confirm the final price with the company on-site.

6. Recycling and deregistration: The recycling company will inspect and dismantle the vehicle. The commerce authority will monitor the dismantling process. The recycling company will issue the "Motor Vehicle Recycling Certificate" after getting approval from the commerce authority.

7. Track the process and receive certificates: You can track the progress in the "Suishenban" app. Upon completion, if you selected the mailing option, the recycling company will mail you both the "Motor Vehicle Recycling Certificate" and the "Motor Vehicle Deregistration Certificate". You can also download and print electronic versions of these certificates.

Note: Currently, the service is only available for individually-owned vehicles with Shanghai license plates.

Q: Do I have to scrap my car?

A: According to Chinese regulations, small and micro private passenger cars do not have a set lifespan limit, so the majority of family-owned vehicles are not subject to mandatory scrapping.

However, you need to scrap your car if:

  • your vehicle fails the annual inspection for three consecutive inspection cycles.
  • your vehicle was originally registered as a commercial rental vehicle and is later transferred for private use. For example, a car originally used as a for-hire passenger vehicle, which has a lifespan of 15 years, must be scrapped after 15 years, even if it is now privately owned.
