How to register and ride an e-bike

Electric bikes (e-bikes) are a convenient and eco-friendly way to navigate Shanghai's busy streets. However, buying and riding one involves understanding local regulations, licensing, and safety rules. This guide covers everything you need to know.

What to consider when buying

(1) Compliance with standards:

  • E-bikes must meet national technical standards: a maximum speed of 25 km/h, a weight under 55 kg for lithium-battery e-bikes and 63 kg for lead-acid battery e-bikes (raised from 55 kg), a maximum rated voltage of 48 volts or fewer, and motor power below 400W.
  • China Compulsory Certification (CCC) mark.

(2) Battery type and range:

  • Choose lithium batteries over lead-acid ones for longer lifespan and better performance.
  • Consider the range: most e-bikes cover 40-70 km on a full charge.

(3) Warranty and after-sales service:

  • Ensure the store offers a warranty and provides repair services.
  • Ask for an official invoice (发票) when purchasing. The invoice is required for registration and warranty claims.

(4) Price range: New e-bikes typically cost between 2,000 yuan to 5,000 yuan. Premium models with larger ranges or smart features may cost more.

All e-bikes in Shanghai must be registered and display a license plate to be legally ridden.

How to register your e-bike

(1) Required documents:

  • Purchase invoice 
  • Certificate of conformity
  • Accommodation registration form
  • Your ID (passport or Foreign Permanent Resident ID Card)

(2) Where to register:

  • Visit the non-motor vehicle management office of the district where you live.
  • Usually, authorized e-bike shops can handle registration on your behalf.

Shanghai E-bike Regulations

  • Speed limit: Maximum 25 km/h.
  • Road rules:
    • E-bikes must use bicycle lanes. Riding on sidewalks is prohibited.
    • In areas without bicycle lanes, you must ride as close as possible to the right-hand side of the road.
    • All riders, including both drivers and passengers, are required to wear helmets at all times.
    • Riders must be at least 16 years old. An e-bike may carry one passenger under 12 years old, and if the passenger is under 6 years old, a fixed child seat is required.

Battery Charging Safety

  • Fire hazards: Overcharging or improper charging can cause battery fires.
  • Charging tips:
    • Use the original charger and avoid overcharging.
    • Charge in well-ventilated areas, not indoors.
