Putuo emerges as key digital advertising cluster

​Shanghai has unveiled its three-year plan (2026-28) to accelerate its development as an international digital advertising hub. Xuhui, Huangpu, and Putuo districts will serve as the city's three main clusters, targeting 50 percent of its total advertising revenue by 2028.

Putuo has a vibrant digital advertising industry. From January to November 2025, the district generated 40.43 billion yuan ($5.79 billion) in advertising revenue, up 17.6 percent year-on-year, contributing 1.8 percentage points to citywide growth.

Over 1,700 enterprises engaged in digital advertising, including Leo Digital, Yuanlong Yato, and ByteDance, have established a presence in the district.

The International Digital Advertisement Zone Shanghai, opened in 2023, is the core of the district's digital advertising ecosystem. Home to more than 240 companies, the park integrates upstream and downstream services, and features a 4,000-square-meter public service space, a 3D digital experience hall, and a future creative lab.

Putuo is enhancing resource aggregation through supportive policies, talent development, and technology innovation. In 2025, its five projects received 27 million yuan in municipal and district funding. AI and digital advertising integration, financing products, and industry-standard initiatives further strengthen the local ecosystem.

The district continues to host major events, including the Shanghai International Advertising Festival and the Shanghai International MCN Conference. With industrial, spatial, and resource clustering, it aims to optimize its ecosystem, and solidify its position as a highly competitive digital advertising hub.
