Additionally, comprehensive guidelines are being developed to assist businesses in conducting investments abroad.

Putuo will optimize resource allocation by improving policy delivery through digital platforms and enhancing financing services via the "Suishenrong" platform.

The district will boost talent development with initiatives like the "15-minute employment service circles" and global talent competitions. Housing policies are being refined to settle talent, and a comprehensive service complex is being established to enhance services for talent and businesses.

With innovation as a key focus, Putuo will promote technological collaboration along the Shanghai-Nanjing Industrial Innovation Belt, and upgrade its bulk commodity trading industry.
