Shanghai issues kindergarten enrollment policies for 2024
The Shanghai Municipal Commission of Education has issued a notice regarding kindergarten enrollment in the city. This year, enrollment will primarily take place online and will involve three phases: information registration, application and verification, and enrollment notification.
Guardians for resident children of appropriate age (born between Sept 1, 2020 and Aug 31, 2021) can register their children's information online from April 22 to 29. Please refer to the following guidelines:
Information Registration Phase (April 22-29):
April 16, each district will announce the kindergarten enrollment policies for children of appropriate age.
April 16-21, interested kindergartens may organize open-day events.
April 22-29, guardians of children of appropriate age can register their children’s information online for kindergarten placement.
From 12 pm on April 22, the Government Online-Offline Shanghai portal (https://zwdt.sh.gov.cn) will feature a special section titled "Kindergarten Enrollment of Children of Appropriate Age for the Year 2024" on its homepage. The Suishenban mobile app will also feature a corresponding module on its homepage.
Application and Verification Phase (May 5 - End of May):
Beginning May 9, districts will subsequently organize parents to apply online and verify their applications.
Most application and verification work must complete by the end of May. Parents must follow specific processing times outlined in the district enrollment policy documents.
Enrollment Notification Phase (Before July 15):
By July 15, all districts should have essentially completed preschooler kindergarten enrollment and issued notifications to parents of eligible children.
The Shanghai Kindergarten Enrollment Information Registration System for Children of Appropriate Age will send text messages to parents on key dates to ensure they stay informed throughout the process.
Multiple Registration and Application Options
In the information registration, application, and verification phases, guardians can access the Government Online-Offline Shanghai portal (https://zwdt.sh.gov.cn) and the Suishenban mobile app using their accounts. They can also search for the Suishenban mini program on WeChat and locate Suishenban on Alipay.
For parents encountering difficulties with the process, each district will offer offline assistance service at various locations.
If a child's guardian is unable to complete the information registration on time due to valid reasons, they can complete the registration at designated offline service locations during the application and verification phase by presenting valid documents before proceeding.
Offline service locations operate by appointment only. For opening hours, appointment methods, and other details, please refer to each district's enrollment policy or contact the respective district's inquiry hotline.
This year's policy encourages eligible kindergartens to provide nursery class services for 2-3-year-old children. Guardians applying for nursery class services or transferring their children to pre-kindergarten (4-5-year-olds) or kindergarten classes (5-6-year-olds) are not part of this unified kindergarten enrollment information registration. Each district will independently arrange placement for eligible preschoolers in nursery classes. Parents should stay informed about relevant policies released by each district.
