China to tighten rules on irresponsible pet ownership
The newly revised version of the Law on Penalties for Administration of Public Security will take effect on Jan 1, 2026, introducing stricter rules for responsible pet ownership.
Under the updated law, keeping aggressive or restricted dog breeds, such as Rottweilers or Dobermans, without official authorization will be strictly prohibited.
Violators will first receive a warning. Continued noncompliance, or cases where the animal injures another person, may result in detention of up to 10 days and a fine of up to 1,000 yuan ($143).
Additionally, pet owners who fail to take necessary safety measures, such as leashing or muzzling their pets in public, will face fines or detention if the animal causes harm to others.
The law also prohibits pets from disturbing others' daily lives, including excessive barking or aggressive behavior.
