Starting May 1, foreign-related marriage registration services will become accessible in all 16 districts of Shanghai, making it easier for expats to tie the knot with locals. Residents in seven more districts — Baoshan, Jiading, Jinshan, Songjiang, Qingpu, Fengxian, and Chongming districts — will be able to register marriages involving foreign nationals.

This expansion follows a pilot program that began in October 2023, during which nine districts, including Pudong, Huangpu, and Xuhui, processed thousands of applications, laying the groundwork for citywide implementation.

Under the new policy, couples with at least one partner holding a Shanghai household registration (hukou) may opt to complete their foreign-related marriage registration at either the municipal office or their local district-level civil affairs bureau.

In a further move to simplify marriage registration procedures, starting May 10, China will implement a nationwide policy allowing cross-province marriage registration.

This new policy will allow couples from any part of the country, including those with international ties, to complete their registration at any municipal or district-level office in Shanghai, regardless of their place of household registration.
