Shanghai's Putuo district outlined its 2026 economic targets at the 8th session of the 17th People's Congress of Putuo district, placing particular emphasis on building a trillion-yuan bulk commodity trading platform.

The district is targeting around 5 percent regional GDP growth at comparable prices, a 5 percent year-on-year increase in general public budget revenue, and the high-quality delivery of 35 practical public-service projects.

In the first three quarters of 2025, Putuo's GDP reached 123.623 billion yuan, growing 8.7 percent in real terms, the fastest among Shanghai’s districts.

This year, Putuo will align more closely with national development strategies by consolidating its function as a hub within the Shanghai–Nanjing Industrial Innovation Belt initiative, promoting deeper integration between technological advancement and industrial development.

Through enhanced collaborative innovation mechanisms, resource integration, and project cooperation, the district aims to achieve major technological breakthroughs.

In addition, Putuo will accelerate the rollout of a "1+2+3" modern industrial system. This includes upgrading traditional industries through the expansion and strengthening of its trillion-yuan bulk commodity trading platform, cultivating emerging sectors such as smart information and digital health, and strategically planning for future-oriented industries.

On the urban development front, the district plans to begin renovation of more than 80,000 square meters of old housing and advance the construction of 2 million square meters under the “beautiful homes” initiative to improve residential living standards.

In education, Putuo will accelerate the construction of new campuses for No 2 High School of East China Normal University and No 4 Middle School Affiliated to Shanghai Normal University, while further promoting the district-wide digital transformation of education.
