April 22 – Shanghai Mayor Gong Zheng met with Claudio Castro, governor of Rio de Janeiro State, Brazil.

Shanghai established a friendly exchange relationship with the city of Rio de Janeiro, the capital of Rio de Janeiro State, in 2017.
Gong called for deeper collaboration between Shanghai and Rio de Janeiro State in areas including trade, cultural tourism, industrial investment, and urban development. He invited Brazilian enterprises to participate in the China International Import Expo.
Castro said he looks forward to enhancing cooperation in the fields of public safety, traffic management, resilient city development, and healthcare. He expressed his interest in promoting exchanges in culture, tourism, and education.
April 23 – Shanghai Mayor Gong Zheng met with global executives from international enterprises participating in the 21st Shanghai International Automobile Industry Exhibition.

Gong highlighted Shanghai's focus on its automotive industry. He encouraged international companies to increase their investment in the city and enhance the capabilities of their local research and development centers.
During the meeting, five executives from leading global automotive suppliers shared their insights. They were Martin Fischer, CEO of French automotive technology supplier Forvia, Jorg Buchheim, CEO of German auto parts company Webasto SE, Olivier Rabiller, CEO of Switzerland emission technology company Garrett, Christophe Perillat, CEO of French auto parts supplier Valeo, and Stefan Krug, CEO and COO of German automotive parts manufacturing company Brose Group.
The executives underscored their companies' deep ties with Shanghai. They reaffirmed their commitment to expanding their presence and deepening their investment in the city, noting that China remains a strategic priority for future growth.
April 23 – Shanghai Mayor Gong Zheng met with Rahim Amidi, co-founder of technology incubator Plug and Play and chairman of Plug and Play China.
Gong expressed his hope that globally renowned companies like Plug and Play will be actively involved in Shanghai's development, help build a stronger innovation ecosystem, and assist local tech enterprises in going global.
Amidi said that Plug and Play has established 10 innovation hubs across China aimed at strengthening exchanges among industries, enterprises, and academic institutions. He emphasized the company's commitment to deepening cooperation with Shanghai and driving greater breakthroughs in innovation and entrepreneurship.
April 25 – Shanghai Mayor Gong Zheng met with Murtaza Wahab Siddiqui, mayor of Karachi, Pakistan.

Gong said that Shanghai and Karachi have maintained practical cooperation since establishing their friendship city relationship over 40 years ago. He expressed his desire to strengthen collaboration with Karachi in areas such as trade, industrial investment, urban governance, and cultural tourism.
Murtaza Wahab Siddiqui said there remains significant untapped potential for cooperation between the two cities. He conveyed his eagerness to deepen collaboration in areas including clean energy, water resource management, and cultural exchange.
April 25 – Shanghai Mayor Gong Zheng met with Ricardo Nunes, mayor of Sao Paulo, Brazil.

Gong highlighted the friendship city relationship between Shanghai and Sao Paulo.
He encouraged greater mutual investment and strengthened exchanges in urban governance to deepen understanding between the two sides.
Nunes said that Shanghai's development experience offers valuable insights for cities around the world. He expressed Sao Paulo's willingness to enhance exchanges with Shanghai in areas such as technological innovation, public safety, green development, and the building of park cities.
