What support policies does Shanghai have in promoting the development of integrated circuits and software industries?
In December 2021, Shanghai implemented a series of policy measures to promote the high-quality development of the integrated circuit (IC) and software industries.
In terms of talent support, the policies aim to support research and development (R&D) personnel in IC production, equipment, materials, design, and advanced packaging and testing enterprises that undertake major national and municipal research projects. They also provide support to R&D personnel in large-scale industry application software enterprises. The maximum individual award for the above-mentioned support can reach up to 500,000 yuan ($69,937). The application and approval of these rewards are handled by the Shanghai Municipal Commission of Economy and Informatization.
In terms of enterprise cultivation, the policies provide support for major projects in IC equipment and materials, as well as software, by subsidizing 30 percent of the additional investment in these projects. For eligible design enterprises engaged in relevant chip tapeout services, 30 percent in funding will be provided for chip tapeout fees. The maximum support for the above-mentioned initiatives can reach up to 100 million yuan. Project applications are accepted throughout the year, handled by the Shanghai Municipal Commission of Economy and Informatization.
