Putuo releases housing subsidy guidelines for overseas talent
Shanghai's Putuo district has released its 2025 application guidelines for housing subsidies targeting overseas doctorate degree holders and postdoctoral talent. Check out the details of the housing support program.
Application conditions
(1) The enterprises must be legally registered in Putuo district, with stable operations, a good credit record, and a registered capital of at least 1 million yuan ($136,500).
(2) The applicants must have obtained a PhD from an overseas institution or have conducted postdoctoral research at overseas universities, research institutions, or companies, with at least two years of study or research abroad.
(3) The applicants must have signed their first labor contract with an enterprise between Jan 1 and Dec 31, 2024, with a contract duration of at least two years.
(4) The applicants must have paid social insurance contributions for at least three consecutive months.
(5) The applicants and their family members (spouse and minor children) must not own housing property in Shanghai, or if owning property, the per capita housing area must be less than 15 square meters. Applicants must not have benefited from other housing support policies.
Subsidy standards
(1) For those with a PhD degree, the monthly subsidy is 2,000 yuan per person.
(2) For those with postdoctoral research experience, the monthly subsidy is 3,000 yuan per person.
(3) The monthly housing subsidy will not exceed the actual rental price of the house. The subsidy period is up to two years.

From now to Feb 28, 2025.
Application process
Applications should be submitted by the employing enterprise on behalf of eligible individuals.
Required documents
(1) Application form (Please scan the QR code below to download it).
(2) Unified social credit code certificate of the enterprise.
(3) Personal identification documents.
(4) Foreign degree and diploma certification issued by the Ministry of Education.
(5) Proof of overseas postdoctoral research experience (if applicable).
(6) Passport, visa, and all entry-exit records.
(7) Signed labor contract.
(8) Social insurance payment records for the past 12 months.
(9) Proof of housing property ownership in Shanghai.
(10) House rental contract and proof of registration and filing.
(11) Other supporting documents.
The applying enterprise should collect and seal the application materials. Both paper and electronic copies should be submitted to the Putuo District Talent Development Service Center.
