Enterprises must strictly adhere to the certification criteria, organize their application materials, and assume full responsibility for the authenticity, validity, and legality of the documents. Any serious instances of fraudulence, once identified and verified, will lead to disqualification in accordance with the relevant provisions of the Measures for the Administration of High-tech Enterprise Accreditation and the inclusion of the enterprise in the credit blacklist. Cases involving fraudulent tax incentives will be handled in accordance with the provisions of the Tax Collection Administration Law of the People's Republic of China.

Intermediary agencies must strictly comply with laws, regulations, and professional ethics. Instances of falsification or work discipline violations will be publicly announced on the National High and New Technology Enterprise Accreditation and Management Network as per the requirements of the Guidelines for the Administration of the Certification of High-Tech Enterprises. Agencies so announced will be barred from participating in high-tech enterprise certification-related work for three years from the date of announcement and will be included in the credit blacklist.

In order to effectively manage the accreditation of high-tech enterprises in 2024, the Shanghai Municipal Office for Accreditation of High-tech Enterprises will launch campaigns of policy promotion and training. The Office, the science and technology commissions of various districts, and the sub-parks in Shanghai High and New Technological Development Zone will all arrange training sessions. Relevant entities shall pay close attention to them.

The Shanghai Municipal Office for Accreditation of High-tech Enterprises has never entrusted any organization or individual to act as an agent for the accreditation of high-tech enterprises. Applicant organizations shall apply by themselves. The Shanghai Municipal Office for Accreditation of High-tech Enterprises will accept applications in strict accordance with relevant standards and procedures without charging any fees. In case any organization or individual collects fees from enterprises in the name of the Office or its staff, please notify us immediately. Enterprises may consult any reception window if they have any question in the process of application.
