Policy | Shanghai expat hub introduces novel talent initiatives

The Green City (Biyun in Chinese) International Community, an area with one of the highest concentration of expats in Shanghai, has launched a series of innovative measures to attract, retain, and serve international talent.

Located in the western part of Jinqiao town in the Pudong New Area, the community spans about 4 square kilometers. It is home to more than 20,000 foreigners from over 60 countries and regions, including the United States, the United Kingdom, France, Japan, Italy, Spain, India, and Switzerland. With expats making up more than 50 percent of the community's population, it is often called a "mini-UN".

Launching of WeChat mini program

To enhance the convenience of talent services, Jinqiao town has launched a WeChat mini program named Zai Biyun or At Green City. This platform offers a one-stop digital service for both Chinese and international talent, providing easy access to vital daily information and services.

Establishment of multilingual service team

Jinqiao town has formed a language service team named Jin Xiaoyi, composed of young staff members from local government offices, with an average age of under 35. This team is proficient in multiple languages, including English, French, Russian, Arabic, and Japanese. The team offers multilingual support for international talent, ensuring smooth communication and efficient handling of various administrative matters, thus elevating the level of international service.

Enhancing consultation services

Jinqiao town has also streamlined the procedures for foreigners and provided patient and professional guidance for key talent.

In March 2023, Jinqiao town issued nine measures to promote the development of skilled talent. These policies focus on upgrading local industries and developing the real economy, providing customized talent services for businesses.
