Regulations of Shanghai Municipality on the Construction of the Zero Waste City

(Adopted at the 12th Session of the Standing Committee of the 16th Shanghai Municipal People's Congress on March 27, 2024)

Chapter I  General Provisions

Article 1

With a view to promoting the construction of the the zero waste city, promoting the overall green transformation of this Municipality, building a beautiful Shanghai with the harmonious coexistence between humans and nature, and promoting the sustainable and high-quality economic and social development, these Regulations are formulated in accordance with the relevant laws and administrative rules and in the light of the actual circumstances of this Municipality.

Article 2

These Regulations shall apply to the construction activities of the zero waste city within the administrative areas of this Municipality.

The term "the zero waste city" as mentioned in these Regulations refers to an urban development mode guided by the new development concepts of innovation, coordination, green, openness, and sharing, continuously promoting the reduction of the solid wastes at the source and resource utilization, minimizing the disposal amount of the solid wastes, minimizing the environmental impact of the solid wastes, and achieving green and low-carbon development.

Article 3

The principles of government leadership, social participation, overall planning, systematic governance, coordinated promotion and step-by-step implementation shall be adhered to in the construction of the zero waste city.

Article 4

The construction of the zero waste city is the common responsibilities of the whole society. Any unit or individual shall practice thrift, oppose waste, prevent and reduce the generation of the solid wastes, promote the recycling and reuse of the solid wastes, and actively participate in and support the construction of the zero waste city.

The state organs and public institutions shall play the demonstrative and leading roles in the construction of the zero waste city.

Article 5

The municipal and district people's governments shall strengthen their leadership over the construction of the zero waste city within their respective administrative areas, establish and improve their work mechanisms, coordinate and supervise the relevant departments to do a good job in the construction of the zero waste city within their respective responsibilities.

The ecological environment departments shall be responsible for coordinating, promoting, and organizing the implementation of the construction of the zero waste city, and for the unified supervision and management of the solid waste pollution prevention and control.

The development and reform, economy and informatization, commerce, planning and resources, housing and urban-rural development, greening and city appearance, agriculture and rural affairs, transportation, water affairs, culture and tourism, health, market regulation, finance, science and technology, education, office affairs management, postal management and the other departments shall be responsible for the relevant work of the construction of the zero waste city construction in their own fields.

The town/township people's governments and sub-district offices shall, in accordance with their responsibilities, do a good job in the construction of the zero waste city.

Article 6

This Municipality shall strengthen the digital empowerment of the construction of the zero waste city, promote the digital transformation of all the fields and factors of the zero waste city construction, and use the modern information technologies such as big data, Internet of Things, artificial intelligence, cloud computing, and block chain to improve the digital level of the zero waste city construction.

Article 7

This Municipality shall support the scientific research, technological development, and advanced technology promotion in the construction of the zero waste city, encourage the development of the core technologies in the key fields in green design, re-manufacture, intelligent recycling of the solid wastes, refined sorting and high-value utilization, etc., promote the deep integration of industry, university, research and application and promote the transformation, popularization and application of the achievements.

Article 8

The people's governments at all levels and the relevant departments, social organizations, enterprises and institutions, grassroots self-governing mass organizations, and news media in this Municipality shall strengthen the publicity, education and scientific popularization of the construction of the zero waste city, and create a good atmosphere for everyone to participate in the construction of the zero waste city.

This Municipality shall, relying on the World Environment Day, National Ecological Day, National Low Carbon Day, National Energy Conservation Awareness Week, etc., carry out the concentrated promotion activities for the zero waste city.

Article 9

This Municipality shall establish a regional cooperation mechanism for the construction of the zero waste city with the relevant provinces and cities in the Yangtze River Delta region and the other relevant provinces and cities, strengthen the collaborative allocation of the resource elements, industrial structure optimization, the solid waste collaborative governance, and the collaborative research and development of the core technologies in the key fields.

This Municipality shall encourage the international exchange and cooperation in the areas such as green design, solid waste utilization and disposal technology, and standard certification systems.

Chapter II  Basic Management Regulations

Article 10

The municipal and district people's governments shall incorporate the construction of the zero waste city into their national economic and social development plans and ecological environment protection plans.

The relevant plans formulated by the urban development and reform, economy and informatization, commerce, planning and resources, housing and urban-rural development, greening and city appearance, agriculture and rural affairs, transportation, water affairs, culture and tourism, health, market regulation, science and technology, education, office affairs management, postal management and the other departments, shall include the contents of the zero waste city construction.

Article 11

The municipal and district ecological and environmental departments shall, collaborating with the relevant departments, prepare the implementation plans for the construction of the zero waste city in their respective administrative areas in accordance with the requirements of the national economic and social development plans and the ecological and environmental protection plans. These implementation plans shall be announced and implemented after the approval of the people's governments at the corresponding levels.

The implementation plans for the construction of the zero waste city shall clearly define the main objectives, key tasks, scheduling and guarantee measures.

Article 12

The relevant departments of the municipal and district people's governments shall, in accordance with the implementation plans for the construction of the zero waste city, incorporate the relevant goals and tasks of the zero waste city construction into their respective work plans, strengthen the organization, implementation, supervision and inspection.

The municipal and district ecological and environmental departments shall play an organizational and coordinating role, closely coordinate with the other relevant departments, and jointly promote the implementation of the implementation plans for the construction of the zero waste city.

Article 13

The municipal ecological environment department shall, collaborating with the relevant departments, establish a target system for the construction of the zero waste city in this Municipality on the basis of the national target system for the zero waste city construction, in combination with the economic and social development situation and the demand for the zero waste city construction of this Municipality, in accordance with the principles of scientificity, foresight, systematicness, and operability.

The municipal ecological environment department shall, collaborating with the relevant departments, establish an evaluation mechanism for the effectiveness of the zero waste city construction, and on the basis of this Municipality's zero waste city construction target system, regularly evaluate the zero waste city construction. The evaluation situation shall be made public to the society.

Article 14

The municipal market regulation department shall, collaborating with the relevant departments, strengthen the standardization work of the zero waste city construction and establish the local standard system for the construction of the zero waste city.

The municipal ecological environment, development and reform, economy and informatization, commerce, housing and urban-rural development, greening and city appearance, agriculture and rural affairs, transportation, water affairs, culture and tourism, health, education, office affairs management, postal management and the other departments, shall organize and formulate the relevant standards and norms for the resource conservation and intensive utilization, the solid waste source reduction, recycling and harmless disposal according to their respective responsibilities.

The industry associations and enterprises shall be encouraged to develop the group and enterprise standards related to the construction of the zero waste city with the leading nature.

Article 15

This Municipality shall establish a fee mechanism for the solid waste disposal on the basis of the principle of producer payment, to encourage the resource conservation and intensive utilization, the solid waste source reduction and recycling.

Chapter III  Prevention and Source Reduction

Article 16

This Municipality shall comprehensively promote the resource conservation and intensive utilization in the fields of production, circulation, consumption, etc., prevent and reduce the generation of the solid wastes, and achieve the solid waste source reduction.

Article 17

This Municipality shall promote green product design. In the product design, the impact of the various links such as raw material selection, production, sales, use, recycling and disposal on the resources and the environment shall be systematically considered. Priority shall be given to the materials that are convenient for recycling and recyclable, so as to improve the products' re-usability, upgrade ability, repair ability and durability, and comply with the requirements of the laws, rules and the relevant mandatory standards.

Article 18

The enterprises engaged in production and service activities shall implement clean production in accordance with the regulations, monitor resource consumption and waste generation during the production and service processes, and carry out clean production audits in accordance with the law.

This Municipality shall promote the overall audit of clean production in the key industries, conduct a full process investigation and diagnosis of the industry production processes, form the clean transformation plans that conform to the industry characteristics, and promote the enterprises to implement the transformation plans.

The municipal economy and informatization department shall, collaborating with the development and reform, ecological environment and the other departments, promote clean production in the enterprises via special fund support, strengthening technical guidance, demonstration and promotion and the other measures.

Article 19

The enterprises that generate the industrial solid wastes shall, in accordance with the relevant provisions of the State and this Municipality, fulfill their responsibilities for the prevention and control of the environmental pollution caused by the industrial solid wastes.

This Municipality shall explore the implementation of intensity control of the total industrial solid waste generation and unit product generation for the enterprises in steel, power, petrochemical and the other industries, and link it with the pollution discharge permit management. The specific plans shall be formulated separately by the municipal ecological environment department collaborating with the development and reform, economy and informatization and the other departments.

Article 20

This Municipality shall strengthen the circulating development of the industrial parks, promote the circulating transformation of the industrial parks, optimize the spatial layout of the industries within the parks, supplement and extend the industrial chains, integrate and upgrade the relevant facilities, resources and energy, establish a material and energy recycling system, so as to achieve the maximum utilization of the resources and energy and the minimum generation of the solid wastes.

The management agencies of the industrial parks shall, in accordance with the requirements for the industrial park circulating transformation by the State and this Municipality, and in combination with the industrial foundation, resource and environmental conditions of the parks, prepare the plans for the circulating transformation of the parks, determine the goals, projects, promotion steps and guarantee measures for the circulating transformation, and organize their implementation.

The development and reform, economy and informatization, ecological environment and the other departments shall strengthen the guidance and supervision on the circulating transformation of the industrial parks.

Article 21

This Municipality shall promote the reduction of the construction wastes, promote green building design, selection of green building materials, green construction, promote the new construction methods such as prefabricated buildings and fully furnished houses, and promote the new construction technologies such as the application of building information modeling.

The development units shall specify the goals, measures and the other requirements for reducing construction wastes in the engineering bidding documents and construction contracts, and supervise and urge the design, construction, and supervision units to implement them.

The construction units shall organize an prepare the special plans for reducing the construction wastes on the construction sites, clarify the goals and responsibilities, and propose the specific measures for source reduction, classification management, on-site disposal and emission control.

This Municipality shall promote the combined utilization of the temporary and permanent facilities during the construction processes, the reuse of the temporary facilities and turnover materials, and the reuse of the construction wastes at the construction sites to reduce the discharge of the construction wastes. The construction techniques such as mud drying and sediment separation shall be adopted to reduce the production of the engineering residue and mud.

Article 22

This Municipality shall promote the development of ecological circular agriculture and explore the establishment of an industrial system of modern composite circular economy that integrates the development of the primary, secondary, and tertiary industries.

This Municipality shall guide, encourage and support the agricultural producers to adopt the advanced planting and breeding technologies such as pesticide and fertilizer saving, etc., in order to reduce the generation of the pesticides and fertilizer packaging wastes and the other agricultural solid wastes.

The municipal agriculture and rural areas, and commercial departments shall strengthen the management of the fruit and vegetable production bases, agricultural markets, standardized vegetable markets and supermarkets, and actively promote the marketing of the clean vegetables.

Article 23

This Municipality shall promote the full consideration of environmental protection, resource conservation, safety and health and recycling in the procurement activities, and prioritize the procurement and use of the raw materials, products and services of energy-saving, water-saving, material-saving and solid waste recycling, etc. that are conducive to the environmental and resource protection.

The enterprises shall be encouraged to develop and implement the green procurement plans, clarify the green procurement goals, standards, processes, green supplier screening conditions and procedures, and drive the upstream and downstream of the industrial chains to jointly reduce the solid wastes and the other wastes at the source.

The state organs and institutions shall increase their efforts in the green procurement and take the lead in purchasing the green and low-carbon products.

Article 24

The e-commerce, posting and delivering enterprises and commodity production enterprises shall be encouraged to strengthen the upstream and downstream collaboration, design and use the commodity packaging that meets the requirements of the express logistics distribution, promote e-commerce express direct delivery in the original packing, and promote the integration of products and express packaging.

The delivery enterprises shall be encouraged to use the low weight and high-strength express packaging boxes, adhesive-free boxes, or recyclable distribution boxes, and reduce the use of stuffings by optimizing the packaging structure.

Article 25

This Municipality shall vigorously develop green consumption, advocate consumption methods that conserve resources and protect the environment, and oppose extravagance and waste and excessive consumption. The development and reform, economy and informatization, commerce, market regulation, ecological environment and the other departments shall formulate and improve the policy measures that are conducive to promoting green consumption, promote the expansion of the green and low-carbon product supply and consumption demand, promote the comprehensive reduction of excessive packaging, and promote the green and low-carbon transformation and upgrading of the consumption structure. The production, sales and use of the disposable plastic products such as the non-degradable plastic bags shall be prohibited or restricted according to law.

The producers and sellers of products may promote the green consumption of the whole society by promoting and guiding the concept of green consumption, creating green brands, enriching green consumption scenarios, implementing green consumption incentive measures, and providing the information on the use of the recycled raw materials and recycling ways of the products.

This Municipality shall promote the Clean Your Plate Campaign, advocate a civilized, healthy and scientific diet culture, and strengthen the public's awareness against food wastes. The catering service providers shall take proactive measures to remind the consumers to order and pick up meals in moderation, provide options of different specifications such as the small portion of meals to choose from, and provide leftover food packaging services so as to prevent food wastes.

The shopping malls, supermarkets, tourism stores and the other places shall be supported to set up green product sales areas. The beverage operators shall be advocated to provide discounts for the consumers who bring their own cups. The hotel operators shall be advocated to provide refillable cleaning products.

Article 26

The state organs and public institutions shall take the lead in implementing digital paperless office and reducing paper usage. Priority shall be given to using recycled office supplies such as recycled paper and recycled consumables.

This Municipality shall promote the management system of public property warehouses in the state organs and public institutions, and uniformly adjust the idle, long-term inefficient operation, and non-standard allocation of assets via the relevant information system of the state-owned asset public property warehouse management.

The establishment of office equipment sharing areas in the office spaces shall be advocated to achieve the sharing of printers, copiers, projectors and the other equipment.

Article 27

The residents (villagers) shall be encouraged to promote the reuse of the idle household items via sharing, exchange, trading and the other means. The town/township people's governments and sub-district offices shall guide the residents' (villagers') committees and the other relevant units to provide assistance and support for the residents (villagers) in carrying out the relevant activities.

The schools shall be encouraged to promote the sharing and exchange of the old books via various means.

Chapter IV  Recovery and Recycling

Article 28

This Municipality shall establish a classified recycling system that covers all the traceable solid wastes of all the categories and chains, optimize the layout of the solid waste recycling sites and facilities, and achieve full coverage of the urban and rural recycling services.

This Municipality shall explore the integration of the renewable resources, recyclable domestic garbage, and industrial solid waste recycling systems to build a unified recycling system.

The municipal and district people's governments and their relevant departments shall take measures to guide and encourage the social capital to participate in the construction of the solid waste classified recycling systems, and promote the intensive, standardized, and industrialized operation of the solid waste recycling services.

Article 29

This Municipality shall implement an extended producer responsibility system. The producers of the electrical and electronic products, lead-acid batteries, vehicle power batteries and the other products shall establish a waste product recycling system that matches the sales volume of the products via self construction or commission, etc. in accordance with the provisions, and make it public to the society to achieve effective recycling and utilization.

This Municipality shall take into account the factors such as product market sizes, environmental hazards, and resource value, and explore the expansion of the scopes of application of the extended producer responsibility system.

Article 30

This Municipality shall improve the full process classification system for domestic garbage and continuously improve the level of domestic garbage classification. The areas with conditions shall be encouraged and supported to implement the refined classification of the recyclable materials based on their specific types and recycling needs, and it shall be popularized gradually.

The departments of greening and city appearance, development and reform shall, collaborating with the commerce and finance and the other departments to improve the recycling support policies for the low value recyclable materials, and increase the recycling efforts for the low value recyclable materials. They shall explore the implementation of specialized recycling for the low value recyclable materials with high production volume and economies of scale.

Article 31

This Municipality shall guide the industries and enterprises such as e-commerce, posting and delivery and takeaway to develop their own packaging material recycling plans and take effective measures to fulfill their packaging material recycling responsibilities.

The e-commerce, posting and delivery and takeaway enterprises may cooperate with the convenience stores, property service enterprises, schools, etc. to set up recycling points and facilities for the recyclable packaging materials.

The e-commerce enterprises and logistics enterprises, etc., shall be encouraged and supported to utilize the sales and distribution networks to carry out the reverse logistics recycling services.

Article 32

This Municipality shall explore and improve the regional centralized collection mode of the hazardous wastes, and support the planning and construction of the regional hazardous waste collection points in the gathering areas of the small and micro enterprises, scientific research institutions, schools, etc. with small amounts of hazardous wastes.

The regional hazardous waste collection points shall, in accordance with the relevant provisions of the State and this Municipality, implement the requirements of environmental protection, safety production, etc. to ensure the proper collection and safe disposal of hazardous wastes. The ecological environment and emergency departments shall strengthen their guidance, regulation and supervision.

Article 33

The solid wastes shall be recycled as much as possible. Within the scopes of technical and economic feasibility, the solid wastes that can be reused or utilized as a resource shall be reused or utilized as a resource. If the solid wastes cannot be reused or utilized as a resource but can be subjected to heat recovery, heat recovery shall be carried out. If the solid wastes cannot be reused, utilized as a resource or heat recovered, they shall be properly disposed of in accordance with the requirements of the environmental protection laws and rules.

The reuse and resource utilization of the solid wastes shall be safe and reliable, and shall not cause new environmental pollution and safety risks.

Article 34

This Municipality shall incorporate the solid waste recycling products into the green product management system in accordance with the national provisions, implement the unified certification and labeling management, and establish a promotion and application mechanism.

Article 35

The municipal development and reform department shall, collaborating with the departments of economy and informatization, ecological environment, etc., incorporate the industrial layout, scale, and level of the resource recycling into the development plans of the circular economy in accordance with the requirements of the zero waste city construction, and organize the implementation.

This Municipality shall accelerate the construction of the bases for resource recycling, re-manufacture, and comprehensive utilization of the urban wastes and so on.

This Municipality shall support the high-end intelligent re-manufacture in automotive components, aviation engines, marine machinery, precision instruments and the other product fields.

Article 36

The enterprises that generate industrial solid wastes shall take effective measures in accordance with the provisions to promote the comprehensive utilization of the industrial solid wastes.

This Municipality shall support the enterprises and research institutions to strengthen their technology and equipment research and application, promote the high-level utilization of the industrial solid wastes, and promote the high-value utilization of the solid wastes such as fine dismantling of the waste products and equipment, efficient dissociation of the composite materials, regeneration and utilization of the organic solvents and clean extraction of the valuable metals.

Article 37

This Municipality shall promote the full collection of the decoration wastes and construction waste concretes, gradually realizing the comprehensive resource utilization and reuse of the construction wastes. The resource recycling products of the construction wastes shall meet the standards and be used in accordance with the prescribed scope, proportion and quality requirements.

Article 38

This Municipality shall promote the full utilization of the major agricultural solid wastes. The diversified utilization of the straw, vegetable wastes and green forest wastes with the various methods such as fertilization, feed conversion, base material conversion and fuel conversion shall be encouraged. The utilization of the livestock breeding wastes as resources by ways of returning the manure to the fields, producing biogas and organic fertilizers shall be encouraged.

Article 39

This Municipality shall promote the resource utilization of the wet wastes by the biological treatment methods such as anaerobic digestion and aerobic composting, etc.

This Municipality shall expand the application channels of the resource utilization products of the wet wastes. The application of the resource utilization products of the wet wastes that meet the standards in forestry, agriculture and the other fields shall be supported.

Article 40

The industrial parks shall be supported to establish the resource recycling service platforms, release the relevant information on the solid wastes of the various enterprises in the parks, and provide supply and demand matching services for the upstream and downstream enterprises in the industrial chains.

This Municipality shall explore the supporting construction of shared pollution control facilities or centralized process facilities in the industrial parks and resource recycling bases based on the principles of intensive construction, shared facilities and collaborative pollution control, so as to achieve the unified collection, centralized treatment and stable standard discharge of the pollutants.

Article 41

This Municipality shall promote the near zero landfill of the solid wastes on the basis of the zero landfill of the primary domestic garbage.

This Municipality shall support the research and application of the resource utilization technologies for the incineration slag and fly ash of the solid wastes, continuously reducing the landfill volume.

Chapter V  Guarantee and Supervision

Article 42

The radio, television, newspapers, online media and so on shall strengthen the promotion of the zero waste city via offering special programs, columns, and publishing and broadcasting public service advertisements. The trade unions, Communist Youth League, women's federations and the other organizations shall organize and carry out the zero waste city publicity in various forms according to the characteristics of their respective work objects.

The schools shall incorporate the concept of the zero waste city into their campus cultural construction, cultivate the students' awareness of the zero waste city and enhance their awareness of participating in the zero waste city construction activities.

The enterprises and institutions shall be supported to use their own facilities, equipment and venues to build the zero waste city publicity and education bases, practical experience bases, and carry out science popularization and publicity via setting up public open days and the developing science popularization experience projects.

Article 43

The municipal and district people's governments and their relevant departments shall improve the policies and measures related to the zero waste city construction, strengthen the resource coordination, comprehensively utilize the policies such as planning, land, finance and pricing, etc., so as to increase the support for the zero waste city construction.

Article 44

This Municipality shall establish a public participation mechanism for the construction of the zero waste city. When formulating the rules, regulations, plans, policies and standards related to the construction of the zero waste city, the formulating authorities shall solicit opinions from the stakeholders, industry associations and experts, and adopt the various methods to widely listen to the public opinions.

This Municipality shall explore and establish a carbon inclusive mechanism, developing the targeted carbon reduction projects and scenarios, quantifying and valuing the carbon reduction acts of the units or individuals, and guide the public participation in the construction of the zero waste city by using commercial incentives, market transactions and other methods.

Article 45

This Municipality shall carry out the construction activities of the "zero waste urban cells" in the social components such as the organs, communities, parks, factories, shopping malls, hotels, restaurants, scenic spots, campuses, hospitals, exhibition venues and agricultural markets, etc., cultivate the models in resource conservation and intensive utilization, solid waste source reduction, and recycling, so as to play the demonstrative and leading roles.

The municipal ecological environment department shall, collaborating with the relevant departments, formulate the working regulations for the construction of the "zero waste urban cells", clarifying the procedures and requirements for the application, evaluation, recognition and disclosure. The relevant departments of the Municipal People's Government shall formulate the specific evaluation rules and establish the incentive mechanisms in accordance with the working regulations and in combination with the actual situations of the industries and fields.

The relevant departments of the district people's governments shall be responsible for the organization, application, evaluation, recognition, announcement and promotion of the "zero waste urban cells" in their respective industries and fields within their administrative areas.

Article 46

This Municipality shall promote the headquarters of the large enterprise groups and chain operation enterprises to take the lead in formulating the construction plans of the "zero waste urban cells" on the basis of the characteristics of production and operation services of their industries and units, and promote the joint implementation of the upstream and downstream supply chain enterprises. The organizers of the large-scale exhibitions and other large-scale events shall be encouraged to incorporate the requirements for the construction of the "zero waste urban cells" into their event plans, and organize and guide all the participating units and individuals to implement the requirements.

Article 47

The relevant industry associations in this Municipality shall strengthen industry self-discipline, carry out industry training and promotion, provide information, technology and consulting services, and organize and guide their members to participate in the construction of the zero waste city.

Article 48

This Municipality shall support the volunteer service organizations and volunteers to participate in the publicity, mobilization, demonstration and guidance of the construction of the zero waste city in accordance with the law.

The relevant departments shall provide guidance and assistance to the volunteer service organizations and volunteers in carrying out the volunteer services within their respective responsibilities. The enterprises, institutions, grassroots self-governing mass organizations and the other organizations shall be encouraged to provide venues and the other convenient conditions for carrying out the volunteer services.

Article 49

This Municipality shall establish a unified comprehensive supervision information platform for solid waste pollution prevention and control throughout the city, relying on the "Government Online-Offline Shanghai" platform for government affairs service and the "Integrated Online Management” platform for urban operation, and promote the full-process and full-coverage management of the zero waste city construction.

The departments such as ecological environment, development and reform, economy and informatization, commerce, housing and urban-rural development, greening and city appearance, agriculture and rural affairs, water affairs, health shall strengthen the collection and integration of the data on resource conservation and intensive utilization, solid waste source reduction, recycling, and harmless disposal via the comprehensive supervision information platform for solid waste pollution prevention and control, achieve data docking and information sharing, so as to improve the intelligent management and service level of the zero waste city construction.

Article 50

This Municipality shall implement a goal responsibility system and an assessment and evaluation system for the construction of the zero waste city, and include the completion of the zero waste city construction goals in the contents of the ecological environment assessment and evaluation.

Article 51

The units and individuals who have made outstanding contributions and achievements in the construction of the zero waste city shall be commended and rewarded in accordance with the provisions.

In the mass activities of promoting the cultural and ethical progress such as creating the civilized urban areas, civilized communities, civilized communities, civilized villages and towns, civilized units, civilized campuses and civilized families, the relevant contents of the zero waste city construction shall be included in the creation standards in this Municipality.

This Municipality shall encourage the contents of the zero waste city construction to be included in the other relevant creation standards.

Article 52

The municipal and district people's governments shall include the construction of the zero waste city in their annual reports on the environmental conditions and the completion of the environmental protection goals, and report to the local people's congresses or their standing committees.

Article 53

For the acts that violate the provisions of these Regulations, they shall be dealt with in accordance with the relevant laws and rules of the State and this Municipality on the environmental protection, prevention and control of the solid waste pollution, promotion of the circular economy, promotion of clean production, anti-food waste and management of the domestic garbage.

Chapter VI  Supplementary Provisions

Article 54

The prevention and control of the water pollution, air pollution and soil pollution shall be carried out in accordance with the provisions of the relevant laws and rules.

Article 55

These Regulations shall be effective as of June 5, 2024.
