How to get a dog license

In Shanghai, dog owners are obligated to obtain a license for their pets. Due to the city's one-dog-per-home policy, tenants must seek approval from their landlord before owning a dog and registering it at their residential address.

Here are some guidelines to help you with the application process.

Materials required 

1. Personal identification certificate (Chinese ID card or other accepted ID including passport). 

Note: Owner who raises the dog must be an adult (over 18 years old) and have a fixed place of residence in Shanghai.

2. Property ownership certificate or proof of a property lease agreement.

3. Dog's immunization certificate.

4. Certificate of Shanghai Dog Neutering Operation if your dog has been neutered.  

 

Offline registration

1. The dog owner goes to local police station and submits the application materials.

2. The handling police officer will review the application materials on the spot. If there are any errors in the application materials, they can be corrected on the spot. If the application materials are incomplete or do not comply with requirements, the applicant will receive a notice of correction within five working days.

3. If the application materials are complete and correct, the dog owner needs to pay the annual dog management fee. The police station should issue a receipt and provide a certificate of registration for the dog owner.

Note: In Shanghai, the annual registration fee for each dog is 500 yuan (US$68.45) in core areas within the Inner Ring Road, and 300 yuan in other areas, with no charges required in rural areas.

4. The police station will complete the review of dog registration materials within 10 working days. For those that meet the conditions, a dog registration certificate and a license tag will be issued. 

 

Online registration 

All application procedures can now be completed on WeChat mini-program Suishenban, and physical licenses will be issued to owners later. (Note: all the services provided online are in Chinese.)

Step 1:Search and open the WeChat mini-program Suishenban, tap "办事" (Services) at the bottom of the page.

Step 2: Find and open the tag "文明养犬一件事" (One-stop services for dog owners).

Step 3: Then click "进入办事大厅" (Enter the service hall).

The platform will remind dog owners to renew their licenses one month before they expire.

When submitting documents online, owners should upload household and personal documentation, including the owner's passport, a valid visa, a household lease contract, and a commitment letter, in addition to immunization records.

 

Owners shall have the annual review for the dog license within 30 days before the validity period. The dog's valid immunization certificate must be provided, and the annual dog management fee should be paid.
