Shanghai notice on filing new-type R&D institutions in 2025

To promote the high-quality development of new-type research and development institutions in Shanghai and to encourage their role in advancing science and technology, the Shanghai Municipal Commission of Science and Technology (SMCST) is organizing the 2025 filing work for such institutions.

Details on filing work in 2025 are as follows:

1. Eligibility

New-type R&D institutions established by social entities that meet the criteria outlined in the Management Measures of Shanghai Municipality for the Filing and Performance Evaluation of New-Type R&D Institutions (Trial Implementation) are eligible to apply.

*New-type R&D institutions refer to organizations whose core business is to undertake public research and development functions. These institutions are legally registered in Shanghai as private non-enterprise units (social service organizations), enterprises, or public institutions implementing the "three-no mechanism" (no specified organizational rank, no approved staffing quotas and no restrictions on post settings or salary limits).

2. Application requirements

Applicants must submit the following:

1) A completed filing application form

2) Proof of the property of public R&D, R&D input, research talent, infrastructure and management systems.

3. Application process

1) Online submission: Applications shall be submitted online through the Shanghai Science and Technology Management Platform. No paper documents are required.

Applications shall be submitted online through the "Filing of New-Type R&D Institutions" application page of the Shanghai Science and Technology Management Platform.

2) Materials authenticity: Applicants shall ensure the authenticity and completeness of submitted materials. Confidential content is not allowed.

3) Submission deadline: The online applications system is open from 9 am, Feb 10 to 4 pm, March 7. This includes the institutions' internal review and final submission.

4) Review by authorities: By 4 pm, March 21, district-level science and technology authorities will complete their review and provide feedback.

5) Final review: The SMCST will conduct a further review and finalize the list of proposed institutions for filing.

4. Announcement of results

The list of proposed institutions for filing will be publicly announced by the SMCST, allowing for public feedback and objections.
